Kaspars Rūklis
Manager of the IREX Baltic Media Literacy Program.
Kaspars manages the Baltic Media Literacy Program of IREX, a Washington-based global education and development organisation working on media literacy issues in Estonia, Latvia and Lithuania. Under Kaspars's management, the program, in cooperation with Communication Studies Programs at six Baltic universities, is developing a practical media literacy course "Journalism in the Age of Disinformation" for future communicators and media professionals. He also oversees the implementation of a youth media literacy program in the Baltic States and is currently working on the development of an interactive online media literacy tool that will be available to the general public in Estonian, Latvian, Lithuanian, English and Russian in 2022.
Previously, Kaspars has worked as an international communication and advocacy practitioner, consultant, and trainer in many European and African countries. He has experience in working with projects introducing innovative digital services in public libraries, implementing communication activities in the European Union’s Territorial Cooperation programs, and developing communication strategies for various public-sector organizations.
Kaspars holds a Master's degree in Communication Studies from the University of Latvia. Latvian is his native language, and he also speaks English, Russian, and Estonian.
